NASECOREโs Position Paper calls for a broader review of the entire electricity billโincluding generation, transmission, distribution, system loss, subsidies, taxes, market-related charges, prior-period adjustments, and other pass-through costs.
At the core of the proposal is a National Monthly Electricity Cost Review and Accountability Mechanism that would require the DOE and ERC to regularly disclose, examine, and explain major electricity-bill components, track over- and under-recoveries, identify where collections go, and show when refunds or true-ups are due.
NASECORE is also calling for an end to the โcollect first, verify laterโ approach. Charges passed on to consumers should be supported by records, independently validated, and subject to timely correction and refund when over-collected.
The Position Paper was submitted on 30 July 2026 and was ๐ฎ๐ฐ๐ธ๐ป๐ผ๐๐น๐ฒ๐ฑ๐ด๐ฒ๐ฑ ๐ฎ๐ป๐ฑ ๐ฟ๐ฒ๐ณ๐ฒ๐ฟ๐ฟ๐ฒ๐ฑ by the Presidential Action Center (PACE) to the Energy Regulatory Commission (ERC) for appropriate action.
For NASECORE, the principle is simple:
Every peso charged to electricity consumers must be proven, transparent, lawful, reasonable, and refundable if over-collected.
We now look forward to the ERCโs action on these consumer reform proposals.
We encourage the media, consumer groups, energy stakeholders, and the public to follow this development and help keep electricity pricing transparent, accountable, and truly responsive to the interests of consumers.
