ERC Case No. 2026-016 RC

The Energy Regulatory Commission (ERC) has issued a Notice of Public Hearing regarding the application filed by Manila Electric Company (MERALCO) on 02 February 2026

This application seeks regulatory approval for key rate-setting mechanisms that will affect consumers within MERALCO’s franchise area.

What Is MERALCO Applying For?

Under ERC Case No. 2026-016 RC, MERALCO is seeking approval of the following

  1. Annual Revenue Requirement (ARR)

This determines how much total revenue MERALCO is allowed to collect from consumers during the regulatory period.

  1. Performance Incentive Scheme (PIS)

A mechanism that may allow additional returns based on performance metrics.

  1. Maximum Average Price (MAP)

The proposed cap on the average rate per kilowatt-hour for the First Regulatory Period.

  1. Translation into Distribution Rate Structure (RY 2027)

Conversion of the approved Maximum Average Price into specific distribution charges for different customer classes (residential, commercial, industrial, etc.) for Regulatory Year 2027, in accordance with the Rationalized Rules for Setting Distribution Wheeling Rates (RRDWR) under ERC Resolution No. 24, Series of 2025

Scheduled Hearings

The ERC has set the following hearing dates at the ERC Hearing Room, 11th Floor, Exquadra Tower, Jade Drive, Ortigas Center, Pasig City

March 3, 2026 (Tuesday)

  • 9:00 A.M. – Determination of compliance with jurisdictional requirements & Expository Presentation
  • 2:00 P.M. – Expository Presentation

March 10, 2026 (Tuesday)

  • 9:00 A.M. – Pre-Trial Conference

2:00 P.M. – Pre-Trial Conference

How Stakeholders Can Participate

The ERC allows public participation under its Revised Rules of Practice and Procedure

  1. Submit Comments or Clarifications

Interested stakeholders may submit comments via:

  • 📧 docket@erc.ph
  • Copy furnish: legal@erc.ph

Submission must be made at least one (1) calendar day before the initial hearing

Stakeholders who submit comments will be given priority during discussions at the hearing.

  1. File a Petition to Intervene

Any person with a legal interest in the case may become a party by filing a Verified Petition to Intervene at least five (5) calendar days prior to the initial hearing

The Petition must include:

  • Name, mailing address, and e-mail address
  • Nature of interest and how it is affected
  • Statement of relief desired
  1. File an Opposition or Comment

Any person who wishes to express support or opposition may file a written Opposition or Comment at least five (5) calendar days prior to the initial hearing

The submission should include:

  • Name, mailing address, and e-mail address
  • Concise statement of position
  • Grounds relied upon

Important Submission Requirement

All parties who electronically file a Petition to Intervene, Opposition, or Comment must submit hard copies within five (5) working days via personal service, registered mail, or private courier
